There was an old thread about a French-language Felicifia on which you might find some people. Also, a friend of mine in France translated this piece for me; you can find his email at the bottom of the document.

If you don't find special utilitarian points of interest in France, you can still take the opportunity to increase your knowledge of the world. For example, I tend to like museums, because they're (almost) as good as Wikipedia for learning new things.

David Olivier is certainly a good person to get in touch with re French utilitarianism (you can find his email contact details via the website in his sig. He's quite busy, but has usually responded to direct emails I've sent him).
"These were my only good shoes."
"You ought to have put on an old pair, if you wished to go a-diving," said Professor Graham, who had not studied moral philosophy in vain.
